Aparri is facing great challenges due to urban growth and one of the major challenges is the rising amount of generated waste. The number of commercial and industrial activities continues to rise with the influx of investors, hence, the increasing volume of waste that need to be properly managed. Based on the result of the Waste Analysis and Characterization Study conducted in 2018, the total waste disposed in the municipality is approximately 13,701.56 kgs/day or 13.70 tons/day. According to Municipal Environment and Natural Resources one of the issues regarding waste management is the lack of awareness, weak regulatory frameworks, and a low priority in planning of every barangay. The existing sanitary landfill located in Aparri West was once a hilly part of Binalan, they flattened that area to turn it into a sanitary landfill. This proposal initiates to design a Waste Management learning center operation that allows visitors to thoroughly observe technological advancement through Mechanical and Biological Treatment (MBT) process of waste management. This project seeks to set off a Natural Park to return the site to its natural state and utilize it. A Waste Management Learning Center that can provide data visualization on waste-related problem and knowledge for a clear understanding on waste management. This proposal will set as a prototype for the other municipalities to utilize the idea of Mechanical and Biological Treatment and to minimize risks associated with the development of the project and maximize its cost- effectiveness and a facility where waste is sorted, processed as fuel and energy, and can also forwarded to different recycling companies. Ultimately, it aims to encourage a sustainable coexistence between Waste management and to the community.
