Urban transportation management is a pressing issue for rapidly growing cities, particularly in developing nations where socio-economic and infrastructural challenges are deeply intertwined. Tuguegarao City, the regional capital of Cagayan Valley in the Philippines, faces severe traffic congestion issues due to the over-reliance on tricycles as a primary mode of transportation. While tricycles provide affordable and flexible commuting options, their excessive numbers contribute significantly to traffic bottlenecks and, road safety concerns. This study. Assessing the Effects of Improving Traffic Flow Characteristics: Number Coding Scheme, investigates the multifaceted impacts of limiting tricycle numbers through a proposed traffic management strategy.

The research aimed to provide a comprehensive evaluation of the effects of a number coding scheme for tricycles, focusing on three core areas: transportation efficiency, and socio-economic implications. It examined how the scheme might improve traffic flow, reduce congestion, and enhance road safety. The study acknowledges the critical role tricycles play in Tuguegarao's transport ecosystem, particularly for low-income residents and rural commuters, and explores the potential economic disruptions to drivers and operators reliant on this livelihood.

A combination of methodologies is employed to ensure robust and actionable findings. Traffic flow simulations were conducted to compare conditions before and after the implementation of the number coding scheme, assessing its potential impact on travel times, road usage, and commuter satisfaction. Surveys and interviews with residents, tricycle operators, and local authorities provide qualitative insights into the social and economic consequences of the proposed policy. Additionally, archival research was used to analyze historical traffic patterns, tricycle operations, and urban development data.

The study's findings aim to inform policy recommendations that balance the competing priorities of traffic decongestion. By presenting a nuanced understanding of the trade-offs involved, this research provided valuable guidance for Tuguegarao City's policymakers, urban planners, and transportation officials.
