Tuguegarao City is experiencing increasing traffic congestion caused by a sharp rise in private vehicle ownership, rapid urban development, steady population growth, and limited road infrastructure. As the city grows into an important regional center, addressing these transportation issues is crucial not only to ease daily commutes but also to support economic growth and protect the environment. One promising approach is the Park and Ride (P&R) system, which allows commuters to park their vehicles in designated lots and continue their journey using public transportation. Many cities have successfully implemented P&R systems to reduce traffic and encourage sustainable travel, making it a practical option for Tuguegarao. This study focused on three key objectives: assessing public awareness of the Park and Ride concept, identifying factors that influence its use, and examining challenges to its successful implementation in Tuguegarao City. To collect data, surveys were conducted among nearby municipalities. The responses were analyzed using descriptive statistics and the Relative Importance Index (RII) to determine which factors were most important to the public. The findings reveal that most respondents are familiar with the Park and Ride system and are generally willing to use it, especially if the service provides convenience and security. Important factors encouraging use include easy access to parking, safety within parking areas, and the proximity of P&R terminals to major city destinations. These results emphasize the need for careful planning to make the system user-friendly and safe. However, concerns were also noted, such as safety risks, the possibility of increased traffic congestion near P&R sites, and the substantial financial investments required to develop infrastructure. While limited public transportation options and community support were mentioned, these were less significant compared to the main challenges. Overall, the study suggests that public support exists, but successful implementation depends on overcoming logistical, financial, and operational barriers. Strong collaboration among city planners, local government, and the community will be essential, along with strategic site selection, integration with reliable transit, and sustained policy and funding support. This research provides valuable insights for developing effective and sustainable transportation solutions in growing cities like Tuguegarao
