Urban development and fast -growing population in Tuguegarao City have led to high traffic congestion and increased pedestrian- vehicle conflict, particularly near major educational institutions. Though these problems are common, there are more notable gaps.
First, the lack of localized behavioral insights such ass pedestrians reluctance due to inconvenience and poor accessibility of pedestrian infrastructure. Second, there are only few simulation- based validation on how pedestrian footbridges affect traffic flow and Level of Service (LOS). Lastly, the lack of integration of national infrastructure standards such Department of Public Works and Highways (DPWH) with real- world planning and design to enhance usage and effectiveness.
The study used field surveys such pedestrian and traffic volume count and spot speed. Through traffic simulation or PTV Vissim to determine traffic conditions and potential impact of installation of pedestrian footbridge. The results revealed that the road network along Bagay Road required an installation of pedestrian infrastructure.
The calculated values indicated that traffic condition was heavily congested with LOS F during peak hour. Utilizing PTV Vissim, the data results revealed differences in the volume capacity ratio when pedestrian footbridge was installed changed to LOS A. The vehicle delays only 2.19 seconds, stop delays of 0.36 second and queue length oh 0.42 meter. Thereby, installation of pedestrian footbridge along Bagay Road significantly improve traffic flow from LOS F to LOS A. Therefore, the researchers concluded, with the consistent goals of the study and recommendations to strategically planned and enforced pedestrian footbridges to maximize traffic flow in Tuguegarao City.
