This study evaluates the condition of road surfaces in Tuguegarao City and investigates their impact on traffic flow. Utilizing a combination of field surveys and road condition assessments based on the DPWH manual in road condition surveys (RoCond). The research selected five 400 meter road segments on Tuguegarao City with varying surface conditions. The spot speed, travel time and traffic volume data was collected manually. The study utilized One-Way ANOVA and linear regression analysis to analyze the statistical differences in average speed and travel time across different road surface conditions and to examine their predictive relationship. The findings reveal a statistically significant effect of road surface condition to vehicle speed and travel time. "Good" road surface conditions tend to have the fastest vehicle speed and shortest travel time of vehicles. While "bad" road surface conditions attain slower traffic movement and increased travel time. The study underscores the need for timely maintenance and infrastructure improvements to enhance traffic flow. Recommendations are offered for local government units and transport planners to prioritize critical road sections and address these challenges.
