This research measures the influence restoration of the Puente de Atulayan would have on traffic flow in Tuguegarao City using simulation with the PTV VISSIM software. This bridge is historic but underutilized structurally because of deterioration in structure. The question would be how to utilize this structure as a bypass route to alleviate traffic. A combination of methods was then employed: first, taking manual traffic counts during peak hours, and then conducting a VISSIM-based traffic simulation to ascertain the conditions before and after the proposed restoration.

Restoration revealed a large improvement in the traffic performance simulation results. Before restoration, average queue lengths measured as much as 23.70-27.75 meters, while after restoration, the average was reduced to as low as 9.55-23.49 meters. In addition, vehicle delays were reduced from a range of 23.70-39.32 seconds to a more reduced upper range of 20.86-31.70 seconds. Level of Service also improved significantly from LOS_C-LOS_E under present conditions pre-restoration so that after restoration, it became predominantly LOS_C and LOS_D with LOS_A achieved consistently on the restored bridge itself-indicating optimal, free-flowing traffic conditions.

Findings indicate that the restored bridge would significantly reducing delays and queue lengths. The study concludes that the restoration of Puente de Atulayan would not only improve traffic flow and reduce congestion but also strengthen local infrastructure resilience and historical preservation.
