Natural disasters occur in the Philippines frequently, thus making evacuation centers necessary and essential in all places to serve as a temporary shelter during disasters. Barangay Gadu in Solana has no existing evacuation center with complete facilities along with the neighboring barangays, Calilauan, Carilucud, and Ubong, which are frequently flooded during typhoons. This study addresses the need for a sustainable disaster-resilient multi-purpose evacuation center in Gadu, Solana, Cagayan. Through acquiring the data needed such as hazard assessments, geotechnical reports, evacuee reports etc., the assessment for key factors such as disaster risk and accessibility was conducted. The design standards from Department of Public Works and Highways (DPWH) and Camp Coordination and Camp Management (CCCM) clusters (JMC, 2021) are both integrated in the design of the facility, ensuring that it meets the minimum standards. The structure is designed to withstand seismic and wind loads, and the foundation design is based on the soil conditions. Sustainability practices such as the integration of solar panels as source of energy for the building, and the incorporation of rainwater collector is also considered in the design. The multi-purpose evacuation center does not only serve as shelter during disasters, but also a venue for sports, meetings and other community events during normal days. The design for the multi-purpose evacuation center can accommodate 405 individuals during disasters with 1.5 square meters per person, approximately 119 tents with 3.5 square meters per tent in accordance with sphere standards, and 2668 individuals during events. The estimated cost for the construction of the proposed design is P 44,455,435.80 for the architectural, structural and plumbing, and a lump sum of P 8,826,101.20 for the electrical plan having a total rough estimate of P57,911,164.00. For sustainability practices, the researchers considered integrating solar energy and water collector as alternative sources, saving approximately 33% of energy daily, and 32% of
water for utility purposes annually.
