The New Bilibid prison in Muntinlupa was the most congested and has the highest occupancy rate prison among seven (7) penal institutions in the Philippines and this study aims to designed a proposed Cagayan Valley regional prison and penal farm in Lal-lo, Cagayan through therapeutic architecture. Data gathering method that includes interviews, surveys and case studies was used as the basis of the proposed design. Identifying primary problems that includes structural, organizational, and cultural problems of the New Bilibid Prison as the input in designing the proposed study to come up architectural solution that improve the living conditions of PDL's and correctional officers and efficient and effective management and development of PDL's
In this paper, adopting regionalization program of Bureau of Corrections for the proposed regional prison and penal farm in Cagayan Valley that is designed to ease the different problem in New Bilibid Prison.
