Summary, etc Cagayan River, considerably the lifeblood of Northern Luzon presents high potential in driving changes and developments. Together with the persistent issues involving road congestion, the need for an alternative route becomes increasingly crucial. This study serves as an initial survey to test the willingness of the general people and assess the public acceptance of Cagayan River as a waterway system, an alternative mode of transport. A mixed-method approach involving statistical tools, distribution of survey forms and trip analysis, data was gathered from 8 different municipalities. With enough number of respondents, results show that more than 75% are interested, and expressed their willingness to try, and possibly shift to ferry-based transport, given that an efficient ferry boat system is available. Multiple Linear Regression shows how socioeconomic and environmental factors affect the public acceptance. Results also show that utilizing water- based transport can significantly reduce daily van usage, therefore minimizing land congestion. Policy recommendations were generated in this study. These policy recommendations are rooted from the factors the respondents are most particular with. This includes Proper Disposal and Waste Management, Integrating speed limit for ferry boats, Strict licensing and permit, Regular Monitoring and Assessment, and Conducting skill- training programs. This study supports UN's sustainable development goals, goal number 9 Industry, Innovation, and Infrastructure. Overall this study emphasizes and utilizes the potential of Cagayan River, creating an opportunity for future studies to commence. Integrating an efficient waterway system in an area where land transportation is overly used, will suggest growth and change. This will not only benefit the trade and mobility but also from the reduced environmental impact.
