Summary, etc Traffic congestion along Diversion Road in Tuguegarao City is a critical issue, leading to longer delays, longer travel times, and inefficiency in urban mobility. This research explored the effectiveness of implementing a coordinated traffic signal system to improve traffic flow and minimize delays along this critical corridor. Specifically, the study estimated and compared average vehicle delays under the existing fixed-time signal system and the recommended coordinated signal system using PTV Vissim traffic simulation software. Field data comprised traffic volume counts and vehicle delay observations during the peak period at the intersections of Bagay Road and Diversion Road and the intersection of Caritan Highway and Diversion Road. Different signal coordination scenarios were simulated and analyzed based on these real-world inputs. The simulation showed that the coordinated traffic signal system successfully minimized average delay by 58.4% and reduced waiting time for vehicles from 125 seconds under the fixed-time scheme to 52 seconds per vehicle with coordination. This delay reduction improved the service level from LOS F to LOS D, indicating smoother traffic movement and lower congestion. Further, the research concludes that signal coordination has other benefits, such as lower fuel consumption and fewer vehicle stops by minimizing idle times. Based on the findings, the study recommends implementing coordinated traffic signal systems on major roads of Tuguegarao City to maximize intersection performance and urban mobility. The success of the implementation of the PTV Vissim simulation proves the worth of simulation-based traffic management planning in developing evidence-based interventions to solve urban congestion.
