Summary, etc This research addresses the critical need for improved safety measures in the construction workplace, a sector prone to accidents and fatalities, by focusing on vertical public building projects in Tuguegarao City, Cagayan. Despite significant growth in construction, the industry remains highly dangerous, with alarming statistics on work-related injuries and deaths globally and in the Philippines. Current challenges include unsafe work practices and insufficient implementation of safety laws. This study aims to refine decision-making procedures for implementing construction safety measures by ranking them using SuperDecisions software and comparing these results with the preferred rankings of construction professionals. The specific objectives include: determining criteria for ranking construction safety measures through literature review; identifying safety measures implemented by construction industries in Tuguegarao City, Cagayan, particularly on public buildings; ranking construction safety measures on public buildings based on their priority in preventing potential hazards; comparing the SuperDecisions software ranking results with the preferences of construction professionals; and determining the validity of the SuperDecisions software's ranking with the construction professionals' ranking. The research utilizes a Multi-Criteria Decision-Making Analysis (MCDMA) approach, particularly the Analytical Hierarchy Process (AHP), implemented with SuperDecisions software to prioritize safety measures. The results indicated a significant discrepancy between the rankings of construction safety measures generated by the SuperDecisions software and the preferences of construction professionals. It becomes clear that AHP and SuperDecisions take a plan-based, deep approach, but may miss out on the detailed expertise and decisions that construction safety experts actually make. It concludes that despite being useful, the outputs from software must be reviewed and updated by skilled and experienced individuals to make certain the most practical safety actions are put first.
