Summary, etc The most recent statistics of Land Transportation Office on registered vehicles are approximately 11.7 million indicating that public transportation remains a significant concern in the country. The government offered solution to this pressing issue, building the Philippine Development Plan which aims to upscale intermodal transportation facilities and protected bike lanes are an initiative of Department of Transportation through PDP integrating cycling into public transport systems. The idea of bike lane implementation in Tuguegarao City is to give free access to an alternative mode of transportation. This study addresses the issue on lack of protected bike lanes by assessing the technical and economic assessment of the necessity for bike lanes in Tuguegarao City, evaluating the existing road conditions and traffic flow for cyclists. This study used a mixed-methods design combining qualitative and quantitative research approaches. The qualitative approach enables the detailed collection of perspectives from key individuals involved through a survey and traffic counting were employed as qualitative approach to determine the level of service of the road study areas. Factors such as environmental and health benefits encourages the use of bicycles and the lack of dedicated bike lanes, and safe parking discourages the respondents to use bicycles as mode of transportation. The respondents' support on bike lane implementation is high with an average mean of 4.48. The bad road conditions suggests that there's a need of infrastructure upgrades before bike lanes can be strategically implemented. The LOS of B and D indicating a shared roadway can be considered. The return of investment showed that within more than 14 months, expenses on investing on bicycles are returned through savings on transportation. There is a high level of public interest and a willingness to shift modalities, given that road infrastructure is improved and dedicated bike lanes are added.

This study is consumed Php 4,730 and was completed by June 2025.
