Summary, etc This study looks into investigating the impact of construction risk management and urban planning policy factors on the implementation of construction projects in Tuguegarao City, Cagayan. Making use of a mixed-methods approach, this study involves quantitative data from a survey questionnaire and ranking them to identify the most significant factor influencing project implementation and qualitative insights from short interviews. The sample population includes professionals in construction, risk management, and urban planning. Particularly, this study identifies some gaps in policy implementation and enforcement that affect project timelines and outcomes. The data collection reveals the key factors affecting construction project implementation, including weather conditions, environmental concerns, and regulatory compliance. Using the Relative Importance Index (RII) and mean scores, such factors are ranked based on their values, highlighting the critical roles of each. The result suggests that through coordination between urban planning authorities and construction project managers, mitigation of risk and project efficiency are highly possible. Recommendations include enhancing building code compliance, promoting environmental sustainability, fostering community participation, and adopting more robust frameworks of risk management to better align with contemporary construction practices. This study provides valuable insights for policymakers, urban planners, and construction managers, offering strategies to enhance efficiency, sustainability, and safety in construction projects for the long-term growth of urban areas. This also contributes to improving project efficiency by systematically addressing these identified issues.
