Summary, etc Signalized intersections are critical components of transportation networks, facilitating the safe and efficient movement of vehicles, pedestrians, and cyclists. The optimization of signal timing parameters, including the determination of the optimum cycle time, is essential for maximizing intersection performance and minimizing congestion. The Highway Capacity Manual serves as a valuable resource for practitioners in analyzing and optimizing the operation of signalized intersections, ensuring efficient and safe traffic flow.

This research evaluated the traffic signal lights regarding the optimal cycle time of the two selected signalized intersections within Tuguegarao City. Specifically, it focuses on how the cycle time affects the traffic flow of vehicles in the study area, considering the traffic volume of vehicles, flow rate, saturation flow rate, flow rate ratio, and cycle length. Actual traffic volume counts were conducted to gather relevant data for the execution of the Webster Method and the Discrete Event Simulation Method (DES). The following data was further analyzed using graphs and tables. By evaluating the traffic count of vehicles, the majority of vehicles traversing around the two signalized intersections were tricycles, followed by motorcycles, and the researchers also found out that the existing cycle time in the two selected signalized intersections was operating on a fixed-time signal. Based on the result of the study, using the Webster Model, the optimal cycle time in the Diversion Road and Caritan Highway Road Intersection is 96.7 seconds, and in the Diversion Road and Bagay Road Intersection is 78.4 seconds. And as a result of using the DES model in Anylogic, the optimal cycle time at the diversion road and Caritan Highway road intersection is 105 seconds, and the diversion road and Bagay road intersection is 168 seconds.

The researchers concluded that the cycle time of the two selected signalized intersections is in compliance with the standard specifications of the Highway Capacity Manual. In response to the results of the study, the researchers suggested that using discrete event simulation in AnyLogic software is more effective and that it may be adjusted at any
time.
