This study examines how well road users in five busy barangays of Tuguegarao City understand road signs and markings and how compliant they believe they are with traffic rules. This research was conducted quantitatively by a direct survey of 400 people who are drivers or pedestrians, and a method that we used to collect instructional profiles, including socio-demographics information of the people, the ability to understand road marks and signs, and the perceived adaptation. Descriptive statistics and inferential tests, including Spearman Rank-Order Correlation, Mann-Whitney U, and Kruskal-Wallis H tests, were employed for the analysis of data. Results According to findings, understanding was above average and highest among professional drivers and lowest in pedestrians without a license. All groups reported high compliance. Comprehension and compliance were strongly linked, and significant differences appeared based on road user and license type, while other demographics showed no major effect. The study concluded that road users in the surveyed barangays generally understand traffic signs and markings and perceive themselves as compliant. Understanding is associated with a positive effect on licensed driver compliance. Recommendations are to the effect of ongoing traffic safety education, enlarging the study to other places, and using observational techniques in a refined manner so as to assess real compliance.
