The continuous growth of Tuguegarao City's economy and its role as a key convergence city have resulted in high traffic volumes causing delays for commuters, hindering emergency services, and disrupting commercial activities. Traffic congestion persists despite four-lane highway projects, with existing research often overlooking the effects of lane usage, particularly the improper use of outer lanes. This study investigates the relationship between the level of awareness of road users on outer lane usage on four- lane highways in Tuguegarao City and the misuse of these lanes, such as parking, contributing to traffic congestion. Using a mixed method research design and purposive sampling, 270 respondents were selected based on predefined criteria. Quantitative data were gathered through structured questionnaires and direct observations of driver behaviors along Maharlika highway, from Cagayan Valley Medical Center to City Mall. Results indicate a generally high level of self-reported awareness regarding outer lane usage rules among road users, although lower awareness was noted in new drivers, who may contribute to improper usage and congestion. Recommendations include promoting continuous driving education through seminars and improving communication of traffic rules and penalties.
